I suspect bikeman is correct about this tool, but just in case:

SunTour did market a bottom bracket cartridge that used a splined tool for installation:



The tool seems to be unobtainium, but if anyone here knows where one might be available, please let me know. Not having it isn't a total wash, as Phil mounting rings fit this cartridge as well, but I would like to add the proper tool to my collection if possible.
