Tires for riding in the cinders

What do you fellow bent riders recommend for a 20 inch/405 tire for riding on the roads? The major issue around here is they use these cinders on the roads to clear the ice. The cinders are very sharp like glass and stay around all year long. They get into the tire and keep working their way into the tire until they eventually puncture the tube.

I have considered using a regular tire with a tire liner. Any thoughts?
