I bought my wife (5' 2") a 13 inch Trek 3700 and she's a tad too tall for it, though way too small for the 16". I'd say a 13 would be a perfect fit for somebody 5' 0".

BTW, a Trek 3700 is an awsome bike at $250. I spent more on my cranks!
