That's bad advice. 0 setback posts aren't "neutral" on most road or track frames. Heck, that Thomson post there has only 15mm of setback which is an excellent starting place. The saddle looks like it's at the wrong angle, but the pic is so wonky I can't quite be sure. Oh, and lose the 10mm spacer above the stem.
