That thing certainly does look near virginal. If the crank arm wasn't scuffed, you could get $70 for crankset alone, gotta find a Biopace fan, though.
If it was my size. I think I wouldn't pay more than $350. Portland market is probably just a hair lower than SF market.
If the bike is near your size you'll probably want to trade that Technomic stem in for something a little less periscope-like.
