I agree with the balance bike. My boy was started on a strider at 18months and was doing 5ft ramps at the skate park by 2.5yrs. He now does as much as 7miles on it and turns 3 this month.
I recommend pneumatic tires. The foam that comes on strider sucks on smooth concrete like at skate parks, garage floors, and shops/warehouses.
