I'm fairly certain the handrail was removed once a number of people discovered people were using it to exit. I find getting back on the road using the ramp to be very dangerous. It's a blind corner and the cars and trucks are doing 35 miles per hour or more. If the weather destroyed the stairs, they would be on the ground but there is nothing there. Those stairs were destroyed by a machine and not the weather.
