With no tubing sticker and fresh paint....hmmm. Juvela is right about the Aztec lugs, used commonly on older Peugeots.
Also makes me wonder about the fork crown. Wouldn't be surprised if the heart is painted on instead of a cutout, just to make it look snazzy but from a distance.
