It could be scar tissue. When muscle gets injured the scar tissue does not remove naturally; it stays there. This may impede range of motion, muscle growth and repair, etc. Techniques like Graston and ART remove the scar tissue and help the muscle heal (so long as you don't remove the scar tissue prematurely). You could see an expert for help. I've done it myself for years now (which if you go down that path do some research) and after 2 torn achilles and another tendon tear, probably couldn't cycle without it.
