The rim bend was actually what I was trying to smooth out when the second one went. But the spokes are like 12 years old, I feel it is time to replace them.
Do you know that the rim is bent (permanently deformed) or did ya just mean it was out of true laterally? If the former is the case, then I'd probably do as cyccoommute suggested and replace it, as it will be impossible to have even spoke tension again (since some spokes will have to be tighter than others to keep the non-round rim round).

If the latter is the case and the rim isn't bent but the tension's uneven from a history of spot trues, all the wheel may need is a retension along with the broken spokes replaced. Last I checked, this cost in the ballpark of $30 at the LBS.
