I visited there with my sister-in-law this past Spring and was surprised to find it under BLM control. I too thought it was a state park which does not accept national park passes so had to pay an entry fee because I didn't have my pass handy.
Red Rock Canyon was designated as Nevada's first National Conservation Area. Red Rock Canyon is located 17 miles west of the Las Vegas Strip on Charleston Boulevard/State Route 159. The area is 195,819 acres and is visited by more than one million people each year. In marked contrast to a town geared to entertainment and gaming, Red Rock offers enticements of a different nature including a 13-mile scenic drive, more than 30 miles of hiking trails, rock climbing, horseback riding, mountain biking, road biking, picnic areas, nature observing and visitor center with exhibit rooms and a book store.

Blue Diamond road (State HY 160) is the name of the road that leads west toward the town of Pahrumph. It is a 6 lane road with a bike route all along it and is very popular with cyclists on the weekends. Many people drive west past all of the developments and park at parking lots set up specifically for cyclists. There is good signage as to where to turn off HY 160 to go to Red Rock.
