Brifters and short Ramp bars are a reasonable combination ,, you could rotate the bar up a little ..

I still use older stuff (exMB1 Dirt Drop HB, bar end shifters), the end of the bars points towards the rear axle .
brake hood points up a Bit .

feel you want to be more upright ?, the pre cut of fork steerers should be delayed...
since threadless systems work fine with spacers above and below the stem, short cutting can be postponed.

until you decide on the height , thru actual riding.
