I'm 5-10 with a 31-inch inseam. I ride a "large" bike that is 19 inches from center of crank to top of seat tube. I can comfortably straddle the top bar (30.5 inches) with both feet flat on the ground. My seat is set at 39 inches high. I have longer than normal arms (34-inch shirt sleeve) and appreciate the bike's length.
