2/3rds the way over? when I stop at a light I generally stop at the curb. it's a convenient place to rest one foot. I'm usually back from the intersection a few feet as well so that drivers can get past me for the right-on-red thing. when the light turns green I let a few go before I get going. every intersection and neighborhood is different, but that's what I do. since this guy is an a-hole he might respond better to that kind of stop.
regarding the cop, it would be better if he paid the guy a visit and had a talk with him and maybe went over basic rules of sharing the road, etc
oh also, here is Massachusetts, a verbal threat that causes fear is "assault" and punishable. if someone touches you, that's "battery". some cops here know these things and others do not, surprisingly.
