The group probably knows about the issues regarding the bridge, but isn't able to do anything about it.
Compared to trails, bridges are very expensive items. The B.A.C. could likely blow several years budget if they fund a bridge replacement. Keep attending meetings, talk to your local city council member and any at-large members (try to find out if any of them ride bikes) to drum up support.

Since your B.A.C. has agenda, in order for their to be meaningful discussion at a meeting, the item needs to be on the agenda. He should ask during the comment period that the bridge be on the next meeting agenda. Be prepared to be told no. They likely have a huge number of items that they need to go over in the course of a year - don't underestimate the importance of procedure and electing members and the committee chairman - they direct what they committee does.

As far as the hi-vis stripes on the bollards go - a little guerrilla advocacy might be in order. Hi-vis reflective tapes can easily be bought from the 'net and applied during a very early morning ride.
