Looks to be a mid to later 80's mid level model bike. Manganese alloy steel (similar to Reynolds 531 and maybe 501). Is decent stuff, but could be straight Guatemala on bikes like this. Should be a solid rider if geometry is well thought out by the frame's designer.....
I'd price that bike at around $200ish US, if I was selling the bike in VGC. The brand being an unknown in most markets kinda keeps the value lowish, IMO.
Edit: just noticed that the tubing label says "butted" which is a definite plus for the frame. Add at least another 50 to 60 bucks to the price = around $260ish US. If the bike is in great condition, the price it is selling for is pretty fair.
