How is this determined? I cycle all over New England I definately agree RI is the worst but no way Connecticut. At least not in the South Central or mid to South eastern side. Roads here are not anywhere as bad as most roads I ride in Vermont. Most area I've ridden in Mass are also terrible, much worst than roads in my area of CT.
Maybe whoever wrote this lives in the overpopulated western part of the state?
