I have a friend that was pulled over and ticketed for nothing other than having the plate blocked by the bike carrier. She had local plates and the officer stated he was pulling her over because her plates were blocked. The only really safe solution is to buy one that has a place for mounting the plate and move the plate each time, but as mentioned above, it's pretty rare to have any issues with it.
