Create your thread as usual. Before submitting it, scroll down the page and you should see "Additional Options".
-Check the box next to "post a poll".
-Select the number of choices.
-Submit and it will take you to another screen where you can define your poll choices, allow for multiple choice, make it public, set an expiration date.
If done correctly, the system will automatically insert "Poll:" at the beginning of the thread title.
I just created a sample poll that will last for 24 hours, allows for multiple choice, but the results are private.
