I'm not sure about Europe but in the US, shims to allow a 1-1/8" threadless stem to fit a 1" threadless fork steerer are very common and many 1-1/8" stems even come with the shim as standard equipment. Bike Tools Etc (www.biketoolsetc.com) sells the shims by mailorder if you can't get one locally.
