I'm partial to the
Swobo Dixon myself. It's got a rock-solid frame, has an 8 speed Shimano Alfine IGH, and just needs a few minor additions (racks, fenders, and a choice of seat - all not too expensive, depending on what a person chooses) to be a nice commuter.
