Very difficult to say whether that 10mph is realistic. Here in Coastal North Carolina, everything is really flat, & the roads are fairly smooth so you can get by with 32mm tires, so even if you are heavily loaded you might do 12 or 15mph. However, when the roads are more hilly and/or bumpy, going fast gets tougher.
