Good day. I am only a few years late with this reply. I have posted about this model in a different thread before. I own a bike very very similar to this one. The small piece of paper taped to the chain stay is the Model of the bike. P8 M5 yada yada. It is some PH8 variant and appears to be from the English market. Here is a photo of my HLE burgundy tour bike. It is very very heavy 35lbs, it is deceptively fast and very squirrely. I would never take both my hands off of the yoke of this bike. It even has a strange gas pipe ringing sound from the frame when I ride it. It is a cool bike.
