Yeah, that's Alisal Road which goes around the back side of the mountains. It still requires you to be on the highway for a major stretch. But much, much less climbing and more gradual of only about 800ft compared to the 2500ft of Refugio road.
Hey, thanks for that map! That gives me a nice option of a loop from Goleta, going up 101 and onto Alisal, into Solvang, camping overnight somewhere, exploring the surroundings the next day, down Refugio Road, and camp at Refugio SB before hopping back on the Amtrak back to L.A. the following afternoon.
