If you don't mind going through Baltimore -
best route to US 1
to MD 24 (near Bel Air)
south to US 40 (although MD 7 might work better)
west on 40 (or 7) into Baltimore (I haven't ridden the parts up to here, so I can't vouch for them)
left at Highland, right on Baltimore Ave (these are the roads I have ridden)
left on Patterson Park Ave (at the far corner of Patterson Park)
right on Eastern and to the harbor
take the paths around the harbor to Light St (or right on President, left on Lombard, right on Light St)
right on Lee St (next to the harbor near the Visitor's Center), left on Hanover
stay on Hanover across the bridge (caution on bridge) and switch to Pottee at the split
bear right to stay on Pottee
Pottee rejoins Hanover and turns in to Governor Ritchie Highway
where MD 2 and MD 3 split, stay right on MD 3 / Crain Highway
just past Baltimore - Annapolis Blvd, MD 3 crosses the Baltimore-Annapolis Trail
take the trail south / left to Annapolis
not sure about crossing the Severn River bridge, but you'll be close.

Or the Eastern route -
best route to MD 213
west on 18 at Centreville
gets you to the east end of the bay bridge
someone will have to pick you up to take you across
