You jest...but what if they do do something like that where they build a temporary structure. Recall that the velodrome for the 1996 Atlanta Olympics was an outdoor temporary velodrome.



For those who don't know, the velodrome in Atlanta (Dick Lane Velodrome) isn't the one used for the Olympics. DLV was built 20 years before the Olympics in East Point, GA (ATL suburbs). The Olympic velodrome was built in Stone Mountain Park and disassembled after the Olympics.
