I have a friend who is a below-the-elbow amputee. After some trial and error we got him set up on a normal road bike. The key wound up being a clamp-on steering stabilizer made for a motorcycle. Yes, it adds a lot of resistance to the steering but it kept it from being twitchy which was his biggest problem.
