I'm fairly sure it wasn't tested on athletically active people since we're such a small part of the population. I've taken it and ridden at Z2-3 intensity and noticed an increase in heart rate, but apparently not to the degree you saw. I have no idea whether that's due to individual differences in reaction to the drug or to the fact that I'm older (65) than you are or a combination of those factors or something entirely different. I also don't know what the effect would be if I were to do a set of threshold or above intervals after having taken it. Would I race on it? Oh, hell yeah. If things got weird, I'd just pull out.
