Your picture looks a lot like my bike. I have a Sirrus Carbon Sport and a rack does fit. You don't use those two holes. Look on the outer side of the seat stays 90 degrees from those wholes. This is where the bottom connection is made. Then look at the seat collar. There may be plugs where the screws go, but the seat collar is made so that you screw the front connection into the seat post clamp. They go right where the screw is inset to tighten the seat post.
