If you're open to some DIY, I constructed a handlebar bag just this past weekend by modifying a normal size backpack. As you can see it looks like a regular backpack with some sort of stand built in, and it's fairly easy to construct although there are a couple of mods that you can't see here. I fold it into a neat cylindrical bundle and it slips on and off the drop bars without any fuss, and is stable with no hardware needed on the bike. I can over-stuff it, and if I stop at a store and fill it completely I can always wear it on my back. I'll post more pictures later, and if you're interested explain how it's made.
