Circumventing a traffic control device is a crime just about everywhere. If, by doing so, these drivers are also endangering the safety of workers and/or anyone else utilizing the parking lot, it may be time to involve your local law enforcement agency. If this area happens to fall within a recognized "construction zone", these careless drivers may be in violation of other traffic laws as well.
