I've seen thwacked tires that may have been shipped and stored so they develop an out of round, out of true memory in the plies and wire bead.
Go show "BOB", tell him to make it right because you bought these tires from him and they appear to have been warped prior to your purchasing. Maybe its just a beadseat issue, usually it is.
