The ladder idea is great.

For the wheels: why not just slide a threaded rod the size of a bicycle wheel axle through one of the ladder's step hole. Keep the rod in place with shims, two large washers on each side or something similar, then use standard cone nuts and washers to fit standard bicycle wheels?
