I have heard a ****ed up story about a u-lock attack in people's park. Even if I were desperate for crack, I would probably move on to the next bike after meeting you.
On a serious note, even with spoke tension, a shallow rim (velocity razor or mavic open pro) can be cut through in a couple of snips with a large set of bolt cutters. I once cut a rim under tension and was disturbed to see how easily the rear triangle method can be defeated.
