The longer the frame is, the longer your wheelbase becomes, and the more stable the bike gets (to a point). Shorter riderds have less leverage against a longer frame and taller riders sit higher between a smaller wheelbase on a short frame.

Other factors to consider are things like HT angle and rear triangle length. Like a mountain bike, road bike, anything, head tube angle translates directly into how quick or stable the steering is. And a short rear triangle puts your weight further over the rear tire...making steering and front wheel moves trickier but rear wheel stuff easier.
