It takes a couple of hours but works everytime. There is some rule that says you can't penalize licensed cyclists when un-licensed cyclists cannot be penalized. I still had to pay the fine tho.
Yeah, the Justice of the Peace is sweet. THe best part about it is the cop isn't their to refute what lies you tell, so you can really lay it on thick. If you make up a good story, you can get away with no fine.
