OK let me make sure you're looking at the right one. The outside track nut is the nut plus integral washer. Then the inside clamping piece, then the alleged cone lock nut?
Here I wrote on the picture:
My "C" placement is poor, the piece appears to be separate from the wider flat area on the hub. Just like a little guy sandwiched in there between the clamper dude (B) and the grey flat area on the hub.
