well, the front fork is steel and can be drilled *if needed* - otherwise, probably just a manufacturing decision. Change the rear wheel mounts, leave the bridge. One less thing to spend $$$ on as the manufacturer.
I doubt that cannondale's run of the mill road frames have even close to the same geometry of that track frame...the angles on that are, what, like 74/74? I know of no road frames with that geometry.
