I'm guessing here:

If you front wheel is bolted on, the axle is solid (and it is too long) and therefore can not take a quick release. You will need to replace the axle with a shorter HOLLOW one. With parts and labor at your LBS, you might be better off looking for a used front wheel that already has a quick release.
