Tire/rim problem

I have been running a 700 X 28 tire on a narrow rim and it has worked fine for me. I wanted to mount this tire on my touring bike for local rides. My city rims for this bike have Weinmann Zac 19 rims and they are of course slightly wider than the narrow rim I had the tire on before. When I mounted the tire on the Weinmann rim and rode the bike there was a low spot on the tire. It felt like the tire was egg shaped. I checked to see that the tube was not between the rim and tire and it was not. I pushed in the valve stem and it was fine too. So I replaced the tube and the tire did the same thing. I am sure the tire was put on correctly. I put the tire back on the narrow rim and it worked fine. So I put a wider tire on the Weinmann rim and it also worked fine. I checked the rim and there is no problems with it that was visible. I have a 700 X 28 tire on the front Weinmann rim and it works great. Help me out here please!! Rich
