I do this as a matter of routine. It does help and is advisable (as well as a coating of talc).

I really don't get how fastidious people tend to be on the matter of rim tape. I don't know what kind of rim tape I have on my bikes because its covered with a couple of layers of electrical tape (very pretty yellow tape on one ) and as good as forgotten.
