In my town that would not have happened. Example, I had 4 20" bikes that I bought at yard sales, I stripped them down to build one nice one for my duaghter. It was friday, my garbage day is tuesday. I set them them out by the curb, thinking if somebody needed them, they'd take them, if not then garbage would pick them up. 20 minutes after I put them out, 3 policemen were at my door, to check to see if I had been stealing bikes, and stripping them for parts. I suspect that a bike thief in this town would get Rodney King'd.
