The full Lemond quote as reported in other media reports (links to which are posted on BF in other threads) starts out with I hope its not true, and then goes on to say if he's confirmed positive... Now it would be more diplomatic to wait until its confirmed or not, but I don't think there's much wrong with what he said. And if you substitute "Santiago Botero" for "Floyd Landis" I'd wager not a soul on this board would have a problem with the statement. (or at least there wasn't much concern for Botero at the time).
