Umm no he went to police station got his cruiser, went out and gave a tiket himself. Could the pace car could have hadled better? Probably, but cop was 100% in the wrong. Sine this was 1/2/3 category the front was clipping along at 30+ so the car was probably going same or faster, yet he just walked infront of. By the way where the hell were the marshals?
