Before I do this, I just looked and realized the wheel has a couple of those "safety" thingamajigs that are levered from the axle onto the front of the fork dropouts. Maybe 1 mm wide on each side. I think I'm going to try taking those off and see if that'll provide the axle enough space for the fork dropouts.

Sounds like you're using an '80s Schwinn rim. Worth a shot to remove them, for I'm pretty sure the axle is washered as well.
