I grew up in one and bikes weren't the main mode of transportation, not even one of the top 2 (junkers, bus). Californians can't seem to live without cars for some reason. I was unusual in that as an adult I rode a roadbike around, and left my motorcycles parked most of the time. But then the neighbors always knew I was a little crazy.
Then I moved to a better neighborhood, and didn't ride for 14 years.
