They're actually for sight impaired folks, so they can tell where the sidewalk meets the road. Part of ADA complience. I'm on the BPAC committe in Olympia, and we talked about those at our last meeting.

Edit: I just reread some later post, and maybe it's not the same thing, but the ones in the sidewalks are slippery too.
