Then drill some smaller holes on the long side and screw/bolt the bracket to the trike. The axle would be where you mount the B.O.B. "drop outs" or whatever you call the doohickys that go on the axle QR to attach the trailer to.
Can't see the back of the trike in the picture, so I'm only speculating here. But something like that is what I would do, and it shouldn't take any special tools to make. Maybe a vice for bending the steel strap.
