Sounds like you're getting a bind when the mercury drops. Might be time for new cables. Also, what's the cable routing like? Check any points where the cable is not inisde housing (i.e. if it wraps under the BB) for binding or crud.
The cables are new. I don't think it's the cables. The shifter doesn't want to grab anything. It's like there is nothing at all attached to it. It just flops with zero resistance. I'm not sure what the inside of a shifting mechanism looks like or how it grabs the cable. Shifts fine from the small to middle ring.
