well, I've got a pair of vinyl rain pants like Wes would have used to wear on the cod trawling boats. They are 100% waterproof, as long as rain doesn't get in from the top or bottom, but they are 100% unbreathable and turn you into a moving sauna thats really way more gross and potentially-cold-causing than soggy cycling pants.
